Franklin Delano Roosevelt had 2 to my knowledge. The first included the phrase "december 7th 1941, a date which will live in infamy..." and the second included the phrase 'the only thing we have to fear is fear itself." If you're referring to the big 3 political leaders in the years following on from the second world war and during the cold war, then they are Churchill, Stalin, Roosevelt. But then, Roosevelt died and was replaced by Truman, meanwhile Churchill was replace by Atlee. Eventually Stalin died and was replaced by Khrushchev. In any case the big 3 were Great Britain, America and Russia, regardless of the leaders.
Joseph Stalin, Franklin D. Roosevelt, and Winston Churchill met at the Tehran Conference in 1943. They decided to open a second front against Nazi Germany at this meeting.
During the war Stalin asked for a "third" front to be opened in mainland Europe. The Anglo - American forces were operating in Africa (operation torch) but had not moved directly against Germany. The Normandy landings accomplished the task of opening a third front. After the war Stalin insisted the the Soviet Union needed to maintain control of Eastern Europe to be able to protect itself from future aggression. (However, during these negotiations Churchill was out of office and Roosevelt was dead.)
Open a 'Second Front' which would have helped alleviate the pressure that German armed forces were causing upon Russia .

The Big Three were Roosevelt (American), Churchill (British) and Stalin (Russian). The French leader you are probably thinking of was Charles De Gaulle who was the self-appointed leader of the Free French forces. He was not one of the Big Three. He could be quite difficult to work with though and what Churchill and Roosevelt would call him when nobody else was around probably does not bear repeating.
