He wanted to continue his affair with Sally Hemmings, which was only possible through secretly smuggling ginseng, basically an older version of Viagra, from China into the states. It's in the book (Americant Pageant 15th Edition.)

∙ 9y agoThomas Jefferson wanted to eliminate the national debt, which he considered to be bloated and susceptible to corruption. He reduced the size of the military, because he didn't believe it was necessary to have a large standing army during peace time. He believed that should the need arise, civilian militias could be expected to come to the defense of the country, much the same way as they had during the Revolutionary War.
