Thomas Jefferson wanted to add the city of New Orleans to the United States. Napoleon wanted to sell the US all French territories on mainland North America. Jefferson knew there was nothing in the Constitution to allow this. But Jefferson felt that adding this land was good for the United States. The Senate approved the treaty and ignored Jefferson's draft of a retroactive amendment.
