Because it has not acted very much in the past eight years. The reason for that was that the Republican majority in Congress only was out to block any and all Presidential and Government initiatives, simply because the President and Secretaries were Democrats, without replacing them by any constructive action by itself.

The worrying fact today is that both Government and Congress are Republican-dominated, but the President is not coming up so far with any constructive initiatives, instead focusing on rants against the Press, undoing actions by President Obama and picking fights with foreign Governments.
