Windows 8 does have the ability to launch applications in compatibility modes which support older Windows versions.
The launch button for Windows is the Start button on the bottom left corner.

To open Microsoft Outlook 2013 on Windows 8, you can press the Windows key to access the Start screen, then type "Outlook" in the search box. Well a few things have been changed in Windows 8 that Windows 7 does not have. 1. Metro user interface which is a new desktop that is designed to launch applications and other programs much faster as stated by Microsoft. 2. Windows 8 is now more compatible to different types of processors. 3. It is easier to store, use, and create new files There are many other things, but I would only recommend Windows 8 to a more fluent computer user who is willing to take time to adapt to this somewhat difficult and buggy OS.

There isn't any Windows 7.8, but if you were referring to Windows Phone 7.8, it cannot be updated to Windows Phone 8 (note that I did not say Windows 8 because Windows 8 is for laptops, desktops and some tablets).
