Why did charter block out nashville public television to cookeville Tennessee subscribers?

Charter is required by FCC "must carry" rules to carry one local PBS station. They recently determined that since they already carry WCTE in Cookeville, they don't need to also carry WNPT in Nashville. They seem determined to do this in spite of protests from their subscribers and requests from NPT to continue carriage. Charter customer reps are telling subscribers who call to complain that NPT "pulled the plug" which is not true.
