Total chaos. Without the control of the government, everyone will do anything they want, even buy some uranium to make a home-made nuclear bomb online without the government to restrict it.
Because even in the U.S. and Japan everyone hated the idea because an atomic bomb could kill everyone including children.
If you want to destroy a city and kill thousands of people, it is the quickest way of doing so.

Everyone working on the Manhattan Project fully supported making the atomic bomb until late, when Germany had been defeated and there was no more fear of a Nazi atomic bomb. However they all still wanted to carry the work through to completion to be sure the bomb they had been working on would work and how well. The main question became how it should be used (if at all), not if it should be made or not.
