He chose to come to Earth as a baby because if he was a king or something, they would follow his ways of Christianity instead of rejecting them and then he wouldn't have had to die on the cross. Then, God's plan wouldn't go through though, so he had to come as a baby. I really don't know much, but I think that's why.
From the information in the scriptures Jesus was never recognized as God or claimed to be God. He asserted himself as the Son of God. The other scripture that attest to their Gods incarnating as human babies is Hinduism. The reason for their Gods taking birth as humans is in relation to covenants made with the respective devotees.

No God never tells anybody to come hom. Because God is not the God of death. Because his word says I come that you may have life and have it more abundantly. He also says that he will give us long life. He also gave us the chose to choose life or death by our words. So we either choose to live or to die not God. In Genesis God says he gives us the powere to rule and have dominion over the earth. So if our body is in the earth we rule it. So what ever attack it may face we have the power to speak it with action and God take over from there. Remember his word can not return back to void but it has to do what he sent it out to do.
