To help pay for the French and Indian war. They needed the money since they were fighting two wars. One in Ireland and the other in the colonies. By the way they didn't raise the tax on tea, but lowered it. American colony smugglers who brought in Dutch tea got upset because the British tea would be cheaper than the Dutch and that would have cut into the profit that the smugglers made.
