Hades and his brothers Zeus, and Poseidon did draw lots to be given the kingdoms they reign over. But being a God of the Underworld is not a bad or horrible thing. The Underworld is not 'hell', it is a place that all the departed souls will go to, good or bad. He is their protector, and their judgment.
Hades is also the God of Riches.
