There is no Commonwealth of England. There is a Commonwealth of Nations, sometimes referred to (wrongly) as the British Commonwealth.This consists of 54 independent member states, including two that were never British Colonies. Only two of the former British Colonies are not members, but a number that were protectorates have not joined.The head of the commonwealth is Queen Elizabeth II, though she is not head of 38 of the 54 countries. These others each have their own head.Several countries are considering joining the Commonwealth, as the principal requirement is an appreciation of representative democracy, and on these grounds, several former members ave had their membership suspended.
