I had the chance to talk with an Italian business man that lived in Italy during World War II. He fully hated the fascists, and used most of his money against it. However, many businessmen in Germany were great supporters of Hitler bringing the country out of the depression since World War I, so they struck many sorts of pacts and deals with Hitler. They benefited from Hitler.

The fascists and the Nazis in Germany had similar ideologies that involved a racialized way of looking at human beings and a hierarchical Caste System as well as militarism and territorial expansionism. Additionally, after Italy's surrender, many resistance groups emerged and the Italian fought very hard against their German occupiers. it became clear that the Italians were not in support of Mussolini and truly opposed fascism.
Hitler and Mussolini made it very believable that people like the Jews and Gypsies were the cause of the war. Many Germans were killed while attacking Jews and Hitler exclusively warned Jewish people to stop this or else. When WW2 started, everyone believed it was the fault of the Jewish.
