Because whites moved into Harlem after realizing that blacks were beginning to become as good as them in life.They changed it and made living to complicated.As a result blacks were forced to move out and very few stayed.

African- Americans that lived in cities were crammed into tiny apartments called Kitchenettes. Otherwise they lived in substandard housing, as in dirt floored shacks, no windows or screens, and no furniture, most did not even have plumbing.
James Baldwin lived in several places while he was in Harlem, most notably in a small apartment at 137th Street and 7th Avenue. He moved to Harlem in the 1940s, drawn to the vibrant cultural scene and the community of African American artists and intellectuals. His experiences in Harlem significantly influenced his writing and activism.
Most people tend to remain near where their ancestors lived. Since a very large number of African Americans descend from Africans imported to the South to work as slaves, there are still large numbers of African Americans in the South.
