The German people needed help, and Hitler offered them "help". Germany was one of the poorest countries in the world after WW1, the treaty of Versailles had ruined Germany. The German government decided to (in all their wisdom ;)) make some more money, by just making new bank notes. This led to hyper-inflation, till eventually, in some places, it was cheaper to burn your money than buying wood of it!
Hitler promised the German people work, money, revenge and glory, he blamed that all the bad things that happened in Germany was caused by the "incapable" people. (Jews, Black people, Gipsies, incapable, etc, etc). Cause of projects like the Autobahn, and a drastic increase of the army, the was more work available, Germans believed in Hitler more and more, and began to follow his ideas more and more, plus: when its going bad with people, they need a scapegoat on whom they can blame it on.
So the circumstances were: A destructed, poor nation, who saw all the countries going forward from their money (treaty of Versailles), that wanted to revenge them. And someone who promised them the greatest things and offered them a scapegoat.

He was a powerful speaker. He had talked about things he hated and got them to hate them too. Then he got them to get rid of the hated things. From there on it was a bandwagon effect.
