The British and French could not of rearmed in the 1930s as there populations were infavour of neutrality and many fealt guilt over Versallies. Others wanted to use Hitler as a bulwark against Stalin.
Rearming would of also made America even more Isolationist, and forced Russia and Germany closer together.

Britain declared war on Germany because Germany attacked Belgium in order to strategically invade France. Britain vowed to protect Belgium, so Britain joined World War I.
By Nazi Germany invading Poland, and Britain's ally, France joining Britain in declaring war against Germany, which in turn led Japan to declare war against Britain and France, which then escalated the war from a pan European to Global (eventually).
