Did Fertile Crescent cultures influence each other?

Yes they did, Sumerians were the first to settle, later the Akkadian people came and conquered but were later pushed out and the Sumerians regained control. Only to later be invaded by the Babylonians that made the capital at Babylon. So they did interact with each other and influence each other because they later established trade and you can find similar objects and happenings between the cultures.

Why did civilization with strong rulers typically survive longer than other civilizations with weak ruler?

Civilizations with strong rulers survived longer because they had strong, large armies, that would protect the civilizations, and made laws or rules that kept the kingdom together. Civilizations with weaker rulers were easily invaded by waves of invaders because they didn't have strong armies, and had less people in their kingdom that would help establish a stronger civilization.
