John's ministry was to preach repentance, to prepare Israel for her Messiah, Matthew 3:1 "In those days came John the Baptist, preaching in the wilderness of Judaea, and saying, Repent ye: for the kingdom of heaven is at hand. For this is he that was spoken of by the prophet Esaias, saying, The voice of one crying in the wilderness, Prepare ye the way of the Lord, make his paths straight"
You are absolutely right, only God can forgive sins and The Bible does not say that John forgave their sins or even that they confessed their sins to John. The people might have just confessed their sins silently to God, or audibly to everyone around, when they were getting baptized, as a sign of repentance and change.
