Possibly because he took money from banks illegally and with some risk to himself, while the banks took money from people legally with no risk to themselves.

He was very charismatic. He was amost like a Robin Hood figure. He was stealing from banks, not people. He didn't like to hurt anyone (but did if he had to). He always seemed to have fun in the thrill of a robbery.
