In the late 1960's, CBS asked Hanna-Barbera to create a some kind of "mystery show," possibly about a teenage rock group that would solve mysteries in between concerts. As Hanna-Barbera played with and developed this basic concept, they eventually settled on a group of five groups and a Great Dane that would ride around in a Mystery Machine and just happen to stumble upon a mystery every time the Mystery Machine broke down somewhere. The Great Dane would either be big and cowardly or small and feisty; eventually they settled on a big, cowardly Great Dane. This Great Dane would eventually be given the name Scooby-Doo, after a line in a Frank Sinatra song. Eventually, a small, feisty Great Dane would be added to the show as well, to provide additional comedy and boost the show's ratings. This was Scrappy-Doo, Scooby's nephew.
