Think this question is simple, the 1930's were one of the worst times in American history, the stock market had just crashed in 1929 and the economy was getting even worse. Not many people could afford a simple visit to the doctor, even if you could you were still at some places not able to attain medical care, because hospitals had shut down. They could not afford to keep in service so they just quit receiving patients.
