The plan failed. Most Native Americans who moved to the cities remained very poor since white mainstream entrepreneurs on the whole, refused to accept them or their cultures. In addition, this was in the pre-Civil RIghts era so many Native Americans simply returned home to the reservation since it became untenable to try to live and work in a racist bigoted society.

However, this approach failed due to a lack of understanding of tribal sovereignty and cultural identity.
