I think it is because if they become a resident, they would probably stay for a while and also, they need to follow their lord. without their permission, they weren't really allowed to leave.
Freemen were skilled workers who paid rent and could leave the manor whenever they wished. They were important because they usually had a skill needed by others on the manor.
Peasants protected by the lords had to provide various services , most importantly farming the lord's land and making various payments of goods. Welfare and Bandits made trade difficult so the manor had to produce nearly everything it needed

They never left there manor only if here was a fair in town and your manor was going then you can go but other than that know you could not leave because you didn't have to you are ready had every thang you needed there.

Peasants who were bound to a manor were known as serfs or villeins. They were required to work the land and pay dues to the lord of the manor in exchange for protection and the right to live on the land. Serfs were not free to leave the manor without the lord's permission.
