Jackson did take advantage of his power to appoint people to government jobs and he , of course, appointed people who had supported him in the election. Most of the rich people were anti-Jackson and when they and their friends lost their government jobs, they protested about the spoils system which they had previously liked.

The phrase was coined after President Andrew Jackson began replacing ggovernment officials with people of his choice basing it on the military theory that "To the victor belong the spoils." "Spoils" refers to the spoils of war, i.e. everything that had belonged to the losers of a war that the winner wanted.
The idea of the spoils system is that the winner of an election rewards the people who helped get elected. He gives the government jobs under his control to his supporters.
