The Romans build many roads for the same reasons that we have so many roads today-- to get from here to there. The Romans (and ourselves) used roads to transport people and goods from place to place. The army was efficiently moved along better roads and better roads made for better transport of trade goods. Communications with all parts of the empire was possible, at least in part, by the use of good roads.

Rome wasnt built in a day. Acctually rome was built is 500 years to be exact. ROme Like any city takes a huge number of days and even years to establish and build. Infact Rome is still under construction today. so maybe thats 501 years.
The Roman soldiers built the stone-paved road, which had a military purpose, other roads which had a military utility, fortifications and garrisons when they were not campaigning. Since they were professional soldiers, when they were not campaigning their spent their time drilling and training and in construction work needed by the military.
While Augustus was alive, he had build roads, tunnels, and even set up a navy to patrol the Mediterranean, so it was easier to trade with other countries. Rome traded with many different places such as Gades, Gaul, Alexandria, Ephesus, Athens and etc.
So that their armies and their trade goods could get rapidly from one place to another.
In ancient times, the vast Roman Empire spread out from Rome through its series of roads. So, all these roads led back to Rome. The idiom is essentially saying that although there may be different methods of doing something in the end they give the same result.
