It was actually the Federation of Malaya, with Singapore, Sarawak and Sabah that formed Malaysia in 1963. However, in 1965, Singapore split from Malaysia to form its own independent country.

To keep Malaysia in peace. In order to form Malaysia, Malaya (Kuala Lumpur) have to agree Sabah and Sarawak can practice their religion (Christianity) freely. It is included in the agreement between Sabah Sarawak and Malaya before forming Malaysia together. Most Malaysian in Malaysia peninsula didn't know this.

The Federation was founded in 1963 during the formation of the Federation of Malaysia, which included Malaya, North Borneo (Sabah), Sarawak, and Singapore.
Malaya gained independence from the United Kingdom in 1957. However, Malaya did not become Malaysia until 1963, when two states (Sabah and Sarawak) joined. Singapore joined in 1963 as well, but subsequently left the federation after tensions rose between the Chinese and the Malays.
It was called "Malaya" at first, after independent from the British Colonisation in 1957. It was only made up of Malay Peninsula and Singapore island. After a few years, Sabah and Sarawak decided to join Malaya to form Malaysia in 1963. However, Singapore left the federation in 1965.Malaysia was originally called Tanah Melayu, meaning The Land of Malays. Soon the British colonist adopted the name Malaya. The base word for Malaya derives from the word Malayin English, or Melayu in Malay, which are the native inhabitants of the land. Malaysia got its current name when Sabah, Sarawak and Singapore joined the federation on 16th September 1963, adopting the 'sia' from the letters that make up the name of the states. On 9th August 1965,Singapore seceded from the federation.
The name Malaysia was first officially changed in 1963. Prior to this Malaysia was known as Malaya or The Federation of Malaya. The federation of Malaya was formed with all 11 states in West or Peninsular Malaysia, Singapore, North Borneo ( known in Malaysia as Sabah) and Sarawak formed to become Malaysia. On the 9th of August 1965 Singapore was expelled from Malaysia and today, Malaysia has 13 states.

The initial plan was for Singapore,Brunei,Malaya,Sarawak and Sabah to be consolidated into a country called Malaysia. Brunei did not take up the offer. Singapore initially agreed to but later pulled away as it felt its people will not get a fair deal. Today Malaysia is formed of West Malaysia and East Malaysia consisting of Sabah and Sarawak
