The bomb was new technology. It worked on a closed test range, but it was unknown how it would work dropped from a plane on an open city. It was also unknown exactly how destructive it was. The test was in a desert where there was nothing to destroy, but there would be an entire city at the real drop site. To add, nuclear science was still in its infancy and required caution.

Since then, there have been many morning after debates about whether we should have done it.

There was no squad of soldiers sent to save the Japanese scientist. The US did not know Japan had a nuclear program under going. Those scientist which are telling the truth about the program, survived the atomic attacks and were not rescued by the US.

Oppenheimer was the scientist/manager who directed the team that built the tool and made it work. The final decision on what to do with it and when was made by the Commander in Chief of the Armed Forces ... President Truman.
After the Soviet Union declared war on Japan, he only had days to make his mind. This was one of the reasons for the atomic bombs in ww2.
