Why did scientists first think that the songs of whales were to attract mates?

It is logical to think that any type of communication between species involves mating, even more so if they are doing it in well known mating areas.
It was beyond their comprehension at the time to believe that any other species than man would communicate for any other reason than establishing territory and mating. They have since amended those beliefs.
