The Emancipation Proclamation only applied to the Confederate states, but not all of the salve states had joined the confederacy. There were several slave states still in the Union, and they continued as slave states after the proclamation.

Because it allowed slavery to continue in the four states of the Upper South that had voted to remain loyal.

The Proclamation was not, in fact, the human rights document it sounded like.

It was a highly successful wartime tactic to shame Britain out of supporting the Confederates. (It would have made them look pro-slavery themselves.)
