The seven states that seceded early were convinced that the Union would be forced to follow their lead. They believed they had the right to secede and that they would not pay a heavy price.

The later states that seceded did so after much more controversersy and argument. More of their people believed that a war would be harmful to them. The second group of states were closer to the Union states and legislators knew that they would experience battles.
