Most definitely not. They are competitors. AT&T has made several attempts at buying out or acquiring T-Mobile. In one of the more recent attempts, regulators blocked the potential purchase of T-Mobile. AT&T removed their bid in December of 2011. Since then, T-Mobile has increased their customer base, adding 4.4 million users in 2013. They also acquired Metro PCS in the Spring of 2013.

AT&T did not buy out Bellsouth. Bellsouth actually merged with Qwest and then took on the AT&T name. The joint venture of Qwest and Bellsouth to make Cingular eventually bought AT&T wireless which went into a holding pattern. When the merger of Bellsouth and Qwest was finalized, Cingular became solely owned by the merged company and took the name of AT&T that they had sole ownership of. The company then could reemerge as AT&T corp. So the merger of 2 of the more successful Baby Bell companies created the right environment to revamp and resurrect AT&T as a world wide communications company.
