The Revolution had sent the Monarchy running but the welfare of the peasants had not improved their lives and the Reign of Terror needed to be ended. Someone needed to take charge of the situation.

Furthermore, because he made the Concordat with the Pope, which gave the religious peace to France and was able to negotiate a advantageous peace with Austria and Great Britain, wherefore the people called him "The Peacemaker".

In a nutshell, because he gave to France stability, peace, order, good laws, restored the economy and the prestige of the Nation as Great power.
