In John 14v16,17 & 26, Jesus said the Holy Spirit would come as a 'comforter' once Jesus had physically left the Earth. The Greek word is 'paraklete' means to 'come alongside of', which is a good picture of how the Holy Spirit operates in a believer's daily life. He's also called the Spirit of Truth who teaches and brings remembrance of Jesus' teachings to a Christian's mind. Acts 1v8 mentions that the Holy Spirit gives power to believers to tell others about Jesus.

Jn:14:26: But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.
Jn:15:26: But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me:
Jn:16:13: Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.

Christians believe that the Holy Spirit is the third Person of the Trinity. God the Father, and God the Son, and God the Holy Spirit. This would make the Holy Spirit a He. Through out Scripture the attributes of God and a real person are attributed to the Holy Spirit. The Holy Spirit is a He and not an it.
Holy Spirit is part of the Trinity (God the father, God the Son, and God the Spirit). The Holy Spirit sanctifies and heals.

Well, they are Persons, not things. The Trinity is the Father, Son, and Holy Spirit.
The answer to this question is unknown since it is not written specifically in the Bible. The Bible mentions the Holy Spirit but not specifically when we receive it. In Psalm David asks God not to take the Holy Spirit away from him, which means David had The Holy Spirit and was afraid God would take it away. In the New Testament Jesus says to his disciples that He is leaving but will send a 'Helper', this is considered to be the Holy Spirit. Pentecost is about the Disciples receiving The Holy Spirit. So, although the Bible talks about The Holy Spirit, it does not tell us when we receive or why.
