Prior to Naruto being Kyuubi's jinchuuriki, Naruto's mom, Uzumaki Kushina, was Kyuubi's second jinchuuriki. When Naruto was born the seal grew very weak and Madara managed to break the seal and use the Sharingan to control Kyuubi's mind and force him to attack Konoha. Nobody really sent him, he was freed from his seal but then the Yondaime sealed him into Naruto.

Kyuubi was forced to attack Konoha. You cannot kill an immortal and all the bijuu are immortal. The most the Yondaime could do was seal Kyuubi in his son, Naruto, who was only hours old. The sealing jutsu he used took his life. Madara forced Kyuubi to kill innocent people. I doubt Kyuubi would have wanted to attack. He seems like the kind of creature to attack only when provoked.

The Sandaime (3rd) Hokage used the attack against Orochimaru-teme (snake @^$@^!&$) and temporarily prevents Orochimaru from destroying Konoha by taking his own life with that attack (sorry, I don't know the attack's name). It was the dying Minato's last wish that Naruto, his son, be seen as a hero, not just as the Kyuubi himself. Unfortunately the villagers don't see him as a hero...and you know the rest.
