These values included campaigning for more democracy, developing economic self-sufficiency and equality, freedom to criticize the government, unified Syrian citizenship (as opposed to ethnic and religious loyalties), and transparent government. After a few weeks, the regime decided to open fire on the protesters, thus leading to open conflict. The US broke off relations with the Syrian government under Bashar al-Assad when it became clear that Assad was repeatedly targeting Syrian civilians and was not interested in reconciling with them. Rather than support such an oppressive regimes, the US chose to oppose the Syrian government rather than support it.

North Korea is supporting the Assad Regime, but the amount of support is minimal and not really worth prioritizing. Most of the Assad Regime's current support is from Russia and Iran. However, North Korea could be convinced to ignore Syria for benefits in AID negotiation come March.

The Assad Regime and the Iraqi government are coordinating in order to try to limit the strength and disposition of the Islamic State, which is the key threat to the Iraqi Government currently. As a result, coordinating with the Assad Regime and supporting it is key to the very existence of the Iraqi Government. There is no action I can conceive of, short of putting Coalition boots back on the ground, to reorient Iraqi policy.

Venezuela is simply choosing to stand with Iran and Assad because doing so puts them in an Anti-American coalition and Venezuela harbors antipathy towards the US because of historic US interference with Latin American politics and the US opposition to socialist regimes. Since Venezuela's support is non-monetary, it makes little sense to focus US policy on courting them to avoid Assad.

If Sunnis and Christians in Lebanon were able to strengthen the national army and oust Hezbollah from government power (this is nearly impossible because Hezbollah has always been more powerful than the national Lebanese Army), the position of Lebanon would probably move closer to neutrality.

He really doesn't, based on statements he has made. He has said that military force would be a last resort, if Syria's president refuses to stop using chemical weapons against his own people. The majority of the world community long ago agreed that the use of chemical weapons is forbidden, so President Obama said that since it was indisputable that Mr. Assad had used these chemical weapons, there had to be consequences. However, Mr. Obama repeatedly stated that he prefers a diplomatic solution, and if there is such a solution, there will be no military response. If no diplomatic solution can be reached, then he would be willing to consider a limited military action, directed against the places where these weapons are produced or stored.
