Conventional warfare with Japan was proving to be bloodier than with anyone else. The A-Bomb would prevent another conventional battle.
We had the machinery and minds able to do what some primitive countries probably did not have at the time to develop the atomic bomb. Also we had resources capable of making such a weapon that other countries didn't.

A few had been moved to the 'safe' cities of Hiroshima and Nagasaki, where there was little bombing. There were also a large number of American POWs in Japan, primarily doing forced labor in factories.
