The Victorians were mainly devout Catholics and because Cromwell also had a strong Catholic faith he was a hero to them. He even declined the offer of being king, not wanting to rule but to just try and be a good MP and make everyone Catholic like him, so he instead assumed the role of lord protector of England. Victorians respected him for this and having a strong Catholic faith themselves, thought him a hero.
