Depends on who you talk to, in some ways yes, in some ways no. In some countries blacks are still treated as slaves. In America blacks did not have the same civil liberties that white people had, however they were not bought and sold as property (...not openly).

Black people were seen as inferior and white people really thought they were not capable of thinking. During the Civil War, the North was against slavery and the South wasn't. Many people died to fight for the abolishment of slavery. Finally slavery was abolished and black people were free. However, blacks were still seen as an inferior race. Also, the difference in the North and South can still be seen in America. As a black person you can often be called the N-word in Southern America.
Some nations accept men of foreign citizenship into their military. The US does; the French still have a Foreign Legion. It would depend on the rules and laws of the different country you propose to join.
