The emperor made bad decisions from the start of the war. Sending a pilot to kill himself made the Japanese one less aircraft and one less pilot. The Japanese soldiers also charged in packs making their deaths imminent like sitting ducks. No surrender at Hiroshima was another bad decision on his part.

Hirohito. (In Japan, after the death of an Emperor, he is given a posthumous name which is different from that he used when he was alive. This particular Emperor is now referred to as the Showa Emperor. You might see either name used, so don't get confused: they refer to the same person.)

It seems he was working for his cause no matter the casualties. With the firts bomb, about about 90,000 people were killed immediately; another 40,000 were injured, many of whom died in protracted agony from radiation sickness. It took another bomb for the emperor to surrender when those bombs had an estimated 200,000 Japanese civilians killed.

For the emperor it was die or win and he did not get any of those.
