The high rise flats in Kincardine had very low occupancy levels, it was costing the council over £100K alone in lost rent, nobody wanted to stay in them.

It is felt that high rise living is not the way forward, people no longer want to stay in high rise blocks of flats, low level housing association housing will instead be built around the area once the top soil has been removed and the area flattened.
