People in general always had sufficient clothing, unless they were very poor beggars who relied on donations from other people because they were unable to work for whatever reason.
Even the poorest farming peasants working on a manor would have enough clothes to wear in the extremes of weather, based on the layering principal: linen underwear, woollen dress (for women) or tunic (for men), woollen hose (for men), a linen veil or headcloth (for women) or a woollen hood and cape (for men), with cloaks or chapes over everything in very cold weather. Black or tan leather shoes, although not of the best quality, were widely worn by such peasants.
Valuables were valuable, therefore expensive, therefore only the wealthy could afford them.
Only wealthy people (a small minority) had valuables in the form of jewellery and precious objects, so most people did not.
The wife of a wealthy merchant or a noblewoman might have buckles, brooches, rings and other trinkets made of gilt bronze, silver or solid gold which she would keep in a small, decorated box (a casket) with a lock.
The merchant himself, or a nobleman, would have a very large coffer chest of oak reinforced with iron straps, hinges and multiple padlocks to keep his cash, his seal, his valuable documents, accounting records, spoons, rings, brooches, expensive clothing, valuable books and other items. These chests were deliberately made too heavy to lift and were practically impossible to break open.
