So they could goof off and not get anything done without the animals knowing. To the rest of the farm, they thought the pigs were actually being productive.
The animals were simply too terrified to act.
First of all, the animals (minus the elite: the pigs) represent the honest working class. The class which tried hard to uphold Animalism and every ounce it entailed. Old Major had already commanded them not to emulate Man, including not living in a house. The animals refused to enter the house on principle. Secondly, we see and witnessing the terror that the pigs instill on Animal Farm. The result is that no animal dares challenge the pigs any longer. Whoever does so is forced to confess to treason and is thus put to death (remember the commandment about 'No animal shall kill another'?) and Thirdly, Man and Pig were indistinguishable towards the end. The very sight horrified the animals beyond imagining.
At the end of the book the animals look into the house. They see the pigs interacting with the humans. The animals leave from the window disapointed and suddenly they hear a crash, and they run back to the window. The pigs and the humans are fighting. The animals look in and can't tell the difference between pig and man.
