For example, should the Government of Canada lose a budget vote (which would be an expression of non-confidence in the Government), the Government may propose a motion of confidence, which if passed would override the effect of the lost budget vote. President Nixon's solution concerning the lack of confidence in the government's secrecy system was to avoid disclosures that made the public lose confidence in the first place. He attempted to make secrecy an even more absolute presidential weapon. This solution was headed a dead end along with many other of his policies he had designed to revolutionize the presidency, which basically entailed giving the executive branch even more powers, if that was even possible.
Public confidence is very much necessary to get votes for leadership. After sometimes public want to see results to get their confidence.

FDR's Fireside Chats provided confidence and reassurance to many. The President used his radio messages to calm the fears of the people and to explain what the government was doing. The messages gave the public confidence in their government and the feeling that there was someone in charge who was actually trying to help.
