The reason for this is because America did not want to immediately send troops if another nation was attacked. The League of Nations had stated that, so the Senate did not ratify the Treaty of Versailles.

At that time Pesident Woodrow Wiloson had been the driving force behind the league but the US congress refused to back Wilsons idea mean that the Us never join the Untied nations.
