Actually, not quite the question. Colour television (using a rotating disc fitted with coloured filters) was demonstrated by John Logie Baird to RCA in 1939. His first 'proper' colour television system was demonstrated in 1944.
Color Television was invented to give the viewer a more realistic picture. Just as black and white photographs evolved to color photographs, so did movies, and so did television.

The original design for color television in the US (and some other countries) mandated that the new color signal be viewable on existing black and white receivers, so as to not invalidate the investment by the public in black and white receivers to that point.
The designers accomplished this by keeping the basic model of the NTSC system intact, and just adding the color information on top of the luminescence signal in a way that would not significantly cause distortion on a black and white receiver. They did this by phase modulating a 3.58 MHz subcarrier with the chroma part of the signal and amplitude modulating that with the hue part of the signal, and then adding that to the black and white luminescence part of the signal. To keep the color decoder in the receiver in sync and in phase with the transmitter, they added a color burst signal to the back porch of the horizontal retrace pulse. All of this was not detectable by a black and white receiver, but it had meaning to a color receiver. In order to minimize stationary dot interference between the sound and color carriers, they shifted the 60 Hz refresh rate slightly down to 59.94 Hz. This did not affect black and white receivers, as they were able to sync up to the different refresh rate.
