The Union won the battle of Chattanooga for the best strategy, tactics and action of command used, compared to inertia and lack of initiative of the Confederate command which had hoped to be able to cope with any attack, due to the dominant positions occupied.
Union General William S. Rosencrans reached Chattanooga, Tennessee after he retreated from the disaster of Chickamauga. That two day battle saw his army lose 16,000 troops. Confederate General Braxton Bragg had Rosencrans surrounded in Chattanooga. On September 24, 1863, Rosencrans saw fit to abandon Lookout Mountain, which his officers advised him not to do. General Bragg wisely placed batteries of artillery on the mountain which all but halted any travel on the Nashville and Chattanooga railroad. This ended that railway's' use to transport Union supplies. It caused supplies to circumvent Confederate forces and made it a 60 mile trip for new supplies to flow into Union held positions in Tennessee.Once again, even as late as the Fall of 1863, US President Lincoln broke the chain of command and suggested directly to Rosencrans that he might "end" Rebel assaults by attacking Bragg. Lincoln also had what can only be called a "dream" that somehow the operations in Tennessee would bring about a quick end to the war.
There was confusion though on both sides of the conflict. Bragg believed that Rosencrans' fortifications could not be overcome, so he tightened the rope around Rosencrans and basically settled down to a siege. Bragg's cavalry ended any supplies to Rosencrans.
General Halleck, back in Washington DC had orders for Rosencrans, Grant and Burnside. One of which relieved Rosencrans of duty there. It soon became quite a complicated situation and even Confederate President Davis paid Bragg a brief visit.
The bottomline here was that Union generals Grant and Sherman would end up relieving Rosencrans and forcing Bragg to retreat. Chattanooga can be counted as a Union victory, partly due to Bragg failing to take advantage of the weak position Rosencrans had.
Through a spontaneous uphill charge by the Army of the Cumberland, which unexpectedly routed the Confederates. To this day, no-one knows who gave the order.
