The original A Nightmare On Elm Street was directed by Wes Craven and had a small budget of $1.8 million. The second film, A Nightmare On Elm Street 2: Freddy's Revenge, had a different director, Jack Sholder and a higher budget of $3 million. It can be assumed that this director had a different imagining of Freddy than Wes Craven, and since Craven had no influence on the film whatsoever, the director was free to do as he pleased. A higher budget could necessarily mean more changes and improvements too.
