Turtle doesn't cut her braid off. It burns off after she set off a bomb (the fourth bomb). The bomb was a plan of hers to protect her sister Angela, but her plan backfired and ended up burning her braid off.

In the movie, Turtle Wexler always has short hair, but in the book, she set off the fourth bomb to cover up for Angela and five inches of her braid got singed, so she had to get a haircut
