The first known example of people wearing pants was in the 6th century BCE by the Persians and several other civilizations. Initially, the Romans thought trousers were crass, but eventually came to appreciate them and wore a mid calf version after the empire spread to the Mediterranean region. Trousers were once considered a male only garment until the early twentieth century, when women began to wear them as well.
Levi Strauss didn't invent pants/trousers as such. That general group of leg wear had been around for centuries at least. Levi Strauss is generally considered the inventor of the type of pants/trousers known as (blue) jeans.

Women were always able to wear pants, it was simply considered socially unacceptable. During the late 1800s, women started to wear pants for industrial work. During World War II, women wore their husband's trousers while they took on jobs, and in the 1970s, trousers became especially fashionable for women. Although trousers for women in western countries did not become fashion items until the later 20th century, women began wearing men's trousers (suitably altered) for outdoor work a hundred years earlier.
