Usually in cases where Xbox gets new maps before any other console is due to special deals that Microsoft has made with the gaming companies as a selling point so more people will buy the 360.

Xbox get the new dlc out first and ps3 second, the first two new maps are out for both systems. you have to be elite to get the new maps first. overwatch , blackbox and two new survival maps are out for xbox but not for ps3

If you are referring to an "older xbox" as the regular xbox, then the answer is no. but if you are referring it as the first models of the xbox 360, then you can play halo 3 or any new xbox 360 games on your Xbox 360.
You do not buy a map you purchase a set of 5 maps ( First Strike, Escalation, or Annihilation) and you download them into your Xbox 360. The place your downloaded information is stored when you download them is the Xbox 360 harddrive. So while your question seems to think that they are not the same, the only place an Xbox 360 can store downloads is the harddrive. The game discs are not rewritten to add the new maps or even rewriteable if an Xbox 360 had the capability to rewrite discs
