Either one or more wheel cylinders are corroded and locked up or the master cylinder is locked up. First thing to do is check the master cylinder. Then check each wheel cylinder. Replace or rebuild any that are corroded or locked up. Replace all the brake fluid in the system. On a vehicle this old, I am sure the brake fluid is contaminated. Also a leaking wheel cylinder will cause a brake to lock up. One other possibility is a collapsed brake hose. Inspect them carefully.

It is possible for the brakes to lock up on a 2000 Chevy Venture when in reverse because the brakes are not working properly. Perhaps the brake pads need to be changed.
I find no reference to anti-lock brakes in my factory service manual or other reference works so I assume that they were not available in 1986.
Frozen caliper? if disc brakes Broken or disconnect return spring if drum brakes? Brakes not adjusted properly? Parking brake cable frozen and not releasing?
Be pointless. The point of anti-lock brakes it to effectively "pump" the brakes for you.

Your rear brakes (drum) are probably so worn out that the shoes are trying to rotate with the drum and lock up. There is an adjuster inside the drum & you might can tighten the shoes, but if they are that worn out, then replace the brake shoes.
Most likely you do not have anti-lock brakes in your vehicle. Other possible answer is that your anti-lock brakes are malfunctioning. If you have anti-lock brakes you should see a mechanic as soon as possible.
